Chilean artist, pioneer of video-art and video-installation in the 70’s.
Arquitect from the Catholic University of Chile with later studies at the SW Hayter’s 17 Workshop in Paris and at the Pratt Institute in Brooklyn, New York.
Downey focused on the social drama that affect individual rights and national sovereignty, openly opposing the United States imperialism during the Cold War.
